Mr. Bloom worked in both the Design and Construction Sections of the Alaska Department of Transportation and Public Facilities for 9 years. In that capacity he was both a Project Manager and Project Engineer specializing in construction management of both highways and airports in Alaska. For the past 8 years, he has managed EMC Engineering’s staff on numerous projects in Alaska from Shemya to Prudhoe Bay and overseas including Wake Island and Guantanamo Bay, Cuba. He is currently overseeing the start up of the new company in Guam.
Kent has over 15 years of experience building, designing, and managing construction projects, and for the last decade has worked primarily on aviation and highway projects for ADOT. Past projects include road, taxiway and apron improvements around Ted Stevens Anchorage International Airport, and various road reconstruction and intersection safety improvement projects all throughout the Anchorage bowl. Kent is also well versed in the logistics of working in remote locations, having worked on road and runway improvements along with a new pathway in Dillingham, runway and apron reconstruction on St. Paul Island, and was also the Quality Control Manager for an airfield reconstruction project on Wake Island, contracted through the US Navy.
Bob has over 18 years of experience working on both aviation and highway projects for ADOT. He has worked on projects all over Alaska including projects in the Anchorage Bowl area. He has been the project engineer on various remote projects, including Chevak, McGrath and Atka, Alaska. Currently Bob is serving EMC as the Project Engineer in Guantanamo Bay, Cuba where he is in charge of handling the complete reconstruction of their airport. He is well versed in handling both urban and rural projects. He has fulfilled the roles of grade inspector, paving inspector, electrical inspector, Assistant Project Engineer, and Project Engineer.
Theron has been an office engineer and inspector on several projects such as Huffman Road/Elmore Road Intersection Improvements, DeArmoun Road Rehabilitation, Sand Point Runway Rehabilitation Stage 3, Guantanamo Bay Runway Repair, 2001 HSIP:(1A, 1B, 2 and 3B), and the Lake Otis Rehabilitation Project. Theron was the Assistant Project Engineer on the Anchorage Area Safety Improvements 2006 Project, and he was the Project Engineer on the Seward Highway MP 43-50 Project.
Jake is currently in school finishing his B.S. in civil engineering. He has 7 years of experience in construction and project management industry. He has worked for EMC for the past four years engaging in all aspects of project inspection as well as office engineering. Jake has worked on many projects, including Dillingham Pathway and Aleknagik Lake Road, Bethel Apron Improvements, Chief Eddie Hoffman Highway, McGrath Airport Reconstruction, Sand Point Airport and St. Paul Airport. Jake is WAQTC qualified in asphalt, soils, embankment and base, and is also an ACI Certified Concrete Technician. Jake is also experienced in geotechnical subsurface exploration as well as materials acceptance testing on DOT and Army Core of Engineers projects.
Tara started with EMC four years ago. She started her career working on the Echo Parking Phase II project at AIA as well as the Lake Otis Rehabilitation project. She completed the McGrath Airport Runway Extension and New GA Apron project in 2009 and is currently the office engineer on the Atka Airport Runway Extension and Resurfacing Project. She also works on project close-outs, having completed closing out 15th Avenue Safety Improvements, L Street to Juneau Street, Perryville Airport Improvements, Sand Point Airport Runway Extension, Chevak Airport Relocation Phase II and Seward Highway Milepost 0-8 Phase II. She is well versed in FAA and DOT project requirements.
Pat retired from ADOT with 31 years of experience in a variety of positions including Designer, Review Engineer, Assistant Project Engineer, and Office Engineer. Pat worked as an Office Engineer for roughly 22 years of his career and also held positions as a Bridge Inspector and worked in the Materials Lab. As a Review Engineer Pat worked on many FHWA and FAA Projects. Pat is a versatile individual with both office and inspection experience. Currently Pat is working at our newly established laboratory in Guam.
Spoof came to Alaska in 1972 from Michigan where he worked 25 years for the State of Michigan on highway and bridge construction projects. He worked 18 years for the State of Alaska as a Project Engineer in aviation, highway and bridge construction. In 1990 he joined AIDEA and worked 6 years as Project Engineer at the Red Dog Mine. From there he continued on as a Project Engineer, working on more airport, highway and bridge construction projects. He has been a Project Engineer with EMC for the past four years, and is currently working on many remote area projects, including Bethel Apron and the Chief Eddie Hoffman Highway Rehabilitation.
Sammie has 9 years experience as an Office Engineer on ADOT projects. Sammie has been responsible for office engineering on the Anchorage HSIP projects, as well as The Lake Otis Parkway Surface Rehabilitation Project. She has also helped out on project close-outs. Her understanding of FHWA project documentation requirements and procedures make her a valuable asset to any project. Sammie has also been an Office Engineer on concurrent ADOT projects, and projects with multiple funding sources.
Greg Hodge Greg began his career in 1969 with ADOT. He worked on all phases of construction inspection and office engineering before retiring from ADOT in October 2002. Since then, Greg has worked for EMC, fulfilling the same roles and tasks he assumed before retirement. He has always been called upon to take on the most challenging and complicated construction tasks. In the last several years, he has completed the Huffman/Elmore Intersection Improvements, DeArmoun Road Rehabilitation, South Airpark Improvements, HSIP 2006, Lake Otis Parkway Rehabilitation and a host of other projects around Anchorage.
Tom has worked on projects throughout Alaska. He has been a Project Engineer on both complex urban projects and rural airports from Prudhoe Bay to Sand Point. Tom has been working in the construction field either physically building projects as a contractor or in project management for the last 18 years. He is currently working with Chevron in their Projects Control Division.
Clint was born and raised in Anchorage, Alaska. He started with EMC in 2007 as a lead inspector on the Lake Otis Parkway Surface Rehabilitation project. Since than Clint has been a grade inspector, paving inspector, electrical inspector and environmental inspector on HSIP 2001/Group A, 1A, 1B, 2 & 3B, Anchorage Area Safety Improvements and Seward Highway Mile Post 43-50 Pavement Refurbishment Project.
Jim Rasi has worked for EMC for 3 years. He has worked on many remote airport locations, including Bethel and McGrath. Jim is CESCL trained and was the Environmental and Grade Inspector on the Northway Airport Rehabilitation Project. He has a solid background in geomatics and construction management and has studied geographic inforamtion systems and surveying.
Mary has worked on State of Alaska DOT projects for over seven years including Bethel Airport Improvements, Dillingham Airport, Dillingham Pathway and Aleknagik Lake Road, Bethel Apron Improvements, Chief Eddie Hoffman Highway, McGrath Airport Reconstruction, St. Paul Airport, St. George Airport, Cold Bay Airport, Nome Airport Rehabilitation and Northern Region Road Surface Treatment, Nome Area. This is her second year working for EMC Engineering as an office engineer. Having worked for both contractors and construction managements firms, Mary's knowledge and experience is invaluable. Mary received her bachelor degree from Whittier College and masters from Northern Arizona University.
